The U.S. Embassy Bangkok FY2022 YSEALI Enviro-Tech Regional Workshop grant opportunity is an open competition for one cooperative agreement to design and run a six-day, in-person regional workshop in Bangkok (counting arrival and departure days). The program sits under the Young Southeast Asian Leaders Initiative (YSEALI), the U.S. government platform for connecting and developing emerging leaders across Southeast Asia. The workshop is planned around climate change adaptation and resilience, with a strong emphasis on how emerging technologies, including AI, clean energy solutions, and biotechnology, can be applied to shared environmental challenges in the region. The recruitment approach is also meant to avoid overconcentration in capital cities by ensuring applicants represent different regions within each country. The final participant cohort must include representation from every ASEAN country and Timor-Leste, and the workshop itself is to be conducted entirely in English.
In terms of content and outcomes, the Embassy is looking for a practical, action-oriented agenda that blends regional collaboration with technical and leadership development. Key issue areas named in the opportunity include pollution, water management, sustainable agriculture, ecotourism, renewable energy, upstream hydropower dams, and food security. Proposals are expected to frame these topics in a globalized context and incorporate perspectives and approaches used in both the United States and Southeast Asia. Alongside technical learning, the workshop must intentionally integrate leadership, giving back, and a stronger shared ASEAN identity based on common values and cross-border challenges. The program design is expected to go beyond classroom sessions and include field work or site visits to organizations using innovative approaches to climate mitigation, adaptation, and environmental protection. Cultural activities and visits that highlight ASEAN culture and U.S.-ASEAN relations are also required, and the workshop should include a cultural or community service component that reinforces ASEAN unity and presents the United States as a constructive partner.
A major feature of this opportunity is that it does not end when the six days in Bangkok conclude. Applicants are expected to propose follow-on activities that keep the cohort engaged and productive after the in-person workshop, such as virtual collaboration, mentoring, and/or small seed grants for participant-led projects. These follow-on elements must be built into the monitoring and evaluation plan. The solicitation specifically calls for pre- and post-workshop surveys to measure effectiveness and learning gains, signaling that the Embassy expects applicants to define measurable outcomes and document changes in knowledge, skills, and networks.
Operationally, the selected recipient will carry a heavy implementation role, because the cooperative agreement structure means close partnership and significant U.S. Embassy Bangkok involvement. The Embassy will have substantial input into the development, content, and scheduling, and many core decisions require advance Embassy approval. This includes dates, venue, lodging and meal choices, final participant selection, speaker and mentor selection, and the titles, formats, and content of sessions and activities, as well as all marketing and media products. The recipient must coordinate closely not only with U.S. Embassy Bangkok, but also with other U.S. embassies across ASEAN and Timor-Leste to support recruitment, selection, and participant communications. Speakers, facilitators, and mentors must be citizens of the United States, an ASEAN member country, or Timor-Leste, which sets clear boundaries around who can be put forward in program roles.
The grant also places detailed expectations on logistics and communications. The recipient is responsible for managing the application and selection process through a secure portal, arranging the workshop at a mutually agreed location, and handling all travel logistics for participants and speakers. The budget must cover end-to-end participant and staff travel needs, including international and domestic flights, visas, airport transfers, lodging, per diem, meals during the program, insurance, and COVID-19 testing requirements. Beyond program delivery, the recipient must produce a full set of workshop materials and branded outputs, including syllabus materials and an event program with biographies, plus printed design items such as banners and backdrops. A digital engagement strategy is also required, including social media content and potentially live video or live online engagement during the workshop. At the same time, the opportunity draws a firm line against creating a new event website: no new website should be launched for the workshop, and domain hosting and website build costs will not be funded.
Financially and administratively, this is a Department of State public diplomacy award (CFDA 19.040) issued by the U.S. Mission to Thailand. The total funding available is up to $250,000, with award amounts expected to range from $150,000 to $250,000, and only one award is anticipated. The posted performance period runs from September 2022 through April 2024, with an anticipated program start around August 2023. Even though the overall grant window spans longer, proposals are expected to complete the program in 12 months or less, and the workshop itself must be at least six full days including travel days.
